In your Layers palette, select the cut-out layer for the cone. (This should be Layer 3.)

*Add a new raster layer.*

Use your wompielace tube at about 30% or so to edge the top of your tussie mussie holder. Don't forget to sharpen each time you re-size a tube. Flip the lace piece. ("Image"..."Flip")  I used my Deformation tool, held the "Cntrl" key down, and pulled the top right corner in a little. I placed my first lace piece by zooming in on my image and placing it in the top left corner of the cone. You may want to sharpen twice after using the deformation tool, whatever looks best to you.

*Add a new raster layer for each lace piece you place.*

You can rotate each lace piece by using the deformation tool. Hold your mouse over the nodes until you see the double set of arrows for rotating. Don't forget to sharpen after deformation.

If you want to add a drop shadow to each lace piece, use the same color as you used to apply the cut-outs. (#AC937E) I used these settings:



*Add a new raster layer.*

Using the wompiepearl tube or a jewel tube of your choice, re-sized very small in proportion to your tussie mussie, draw a pearl mid-way down the cone. Sharpen once, add a drop shadow, if you wish, then copy/paste as a new layer until you have a diagonal line of jewels across. It reaaally helps to zoom in on your image while you are placing your jewels. Your image should now look something like this:



In your Layers palette, select the cut-out layer for the cone. (This should be Layer 3.)

Use your lace tube again to place lace pieces under the jewels. Here again, we're going to size our lace even smaller, so don't forget to sharpen. Use your deformation tool to rotate, etc. and don't forget to sharpen afterwards. Place a line of lace all along the underside of the pearls. I used my wompielace sized at 15%, used the deformation tool to rotate it under the pearls, used "Cntrl" key to pinch the top of the lace, then sharpened three times. I added a drop shadow under each lace piece layer.

Your tussie mussie is basically finished now. You may want to add a row of jewels or pearls or another bow at the top of the cone. Add your flowers in their own layer under the cone, move the layers around so that some of your streamers are above the flowers and some behind. Just have fun with it!
